I hope everybody understands by USA meaning that in the 80's ibanez had the parts made whereva(japan)(i beleave the necks where made in the US and possibley the bodys-but im not sure) and they were assembled/setup/ QA inspected in the US. (Bensalem P.A. shop) And trust me my day job i am a Quality Assurance tech, and Inspected in america is huge compared to overseas(and thats why ive switch to the korean ESP/LTD guitars cause they are Inspected in the USA-resulting a "affordable" quality instrument). Then around 1990 all the production line was made overseas. Now a'days Ibanez USA's (which is their Prestidge line) are made in the USA.
On older ibanez's You can tell by looking at the neck plate(bolt-on) Mines has the Ibanez logo, with serial # (in the 80's the first 2 digits of the serial is the born date)and the address of the PA factory it was made.
Once 1990 came around all the neck plates just say MADE IN JAPAN.

I had an 1989 usa Ibanez maxas which had the same deal(i should'a never sold that!!!!)
