I don't know if it will work on a PS2 but it has worked on normal DVD players. My bro has an old PS2 and I don't think it will play DVD-R's. And yes you can change the region by re-burning it with DVDshrink, but I assume that you'll have to change the region of your DVD burner first to be able to read the disc.
