How about Melechesh or Orphaned Land? Do they count? Israeli bands, it's a different kind of 'folk' but as far as incorporating the grassroots ethnic music flavor, they both do it well. Finntroll does have that great all-folk album, they are the best band on this list, but they are more of a joke.
