It definitely applies to what most people refer to as the "Neo-Conservative" Republicans. They aren't going to win by out-"freedom"ing the left. The left offers "freedom" (if you don't define your terms, you win) plus a welfare state. They also haven't convinced any of the more traditional conservatives, so they're stuck with pentacostals and apocalyptics.
