It could be literally anybody, and anyone who's doing it is probably really damn good at hiding it. The outside world probably sees that as a normal guy, a nice guy, an acquaintance they feel okay with. But then in private, he is capable of becoming this... If the guy worked as a judge on child abuse cases, he had to have become desensitized by it due to his job. Obviously to the point where not only did he think this was normal behavior by the fact that he was around it so much, but also accepted it in his own life. He may very well have had his will broken by the evil he apprehended in his daily life.
