they're poor bottom line to it. they're not upper class tax payers and thats it.
no matter where you live, you can be a victim of bureaucracy if you're not living in a mega wealthy area.
whether it be sending aid to a damaged area or having to protect areas from flash flooding, here in the north - all levels are affected.

perfect example is - being many of the larger new england neighborhoods are surrounded by watersheds and many of the dams that control the water flow are on private land.
When water must be released from these dams, it is routed towards poorer areas where flash flooding will occur. The poorer areas don't pay high taxes, so screw them thats the way the officials see it. do we flood the the wealthy high paying tax payers or do we flood the poorer and lower paying tax folk?
Look what happened last week in New Bedford, Massachusetts. 3 foot flood waters flooded downtown New Bedford when the remains of Katrina came through this area on Tuesday morning.
I believe we all know the demographics for downtown New Bedford.
